Town Office Building January 5, 2015
Lower Level Conference Room 5:30 P.M.
First Selectman Mailhos called the meeting to order at 5:30 P.M. with Selectmen Kowalyshyn & Blessington and Business Manager, Donna Latincsics.
Donna presented the current year numbers. She noted that the department heads were to submit their requests by Friday, January 2nd, but has not received any as of yet.
Salaries will be increased by 2.5% as per the union contract. The stipends for the webmaster, summer help, CIP secretary and facility manager positions will be separated (as they are currently bundled together in the same line) will also be increased by 2.5%; with the exception of the facility manager, which will be removed. First Selectman Mailhos stated that we were hopeful that we could find someone to come in to the office on a very part time basis to go over the flow of the building, however there is not much money in that line where someone would take on the responsibility and no one came forward. She added that we are looking at other avenues, such as combining shared services with the Board of Education (to cover the TOB maintenance) which would omit the cost of having a facility manager.
Depending on what happens, we will need to reallocate funds.
Selectman Blessington asked Donna the status of the Salary Study Committee, and if they have made any decisions yet. Donna replied that they do not have any supporting information yet.
Willington Word line has been increased to cover the three mailings and the printing costs. Selectman Blessington stated if it ends up to be more than what we are paying, we should cancel it.
Donna will check to see if the Mansfield Housing Authority will need money for section 8 housing again this year.
Increases will be added to the payroll coordinator line item (to cover overtime). There is an issue with the way the contract is spelt out where if an employee works over 8 hours per day, they will receive overtime, rather than flex during the week. Donna has budgeted for 40 hours of overtime for this position as on occasion, issues arise and the Payroll Coordinator has to work more than 8 hours per day. Selectman Kowalyshyn asked why we cannot draft a Memorandum of Understanding to allow the Payroll Coordinator to flex her time. First Selectman Mailhos said that the union is against doing that as it could affect the public works’ drivers, who would rather have overtime.
The Revenue Collector’s longevity will decrease from $500 to $375 (as per the personnel policy).
Training and education line item has been increased to cover mileage.
Donna stated that she has added a place holder for a part time Assistant Zoning Agent as she believes the Zoning Agent will be asking to add it. First Selectman Mailhos stated that she is still waiting for an updated contract for Building Inspection services from the town of Bolton, but thinks is should be in line with what we are projecting (including the 2.5% increase).
Derek will attend the next workshop (1/9/15) to go over his budget with the Selectmen. Camber McCue (Youth Family & Social Services Director) would also like to sit with the Selectmen at a meeting as well.
Capital Expenditure requests for FY 15/16 were discussed. The plan for the expenditures totals $140,000 including:
- Storm water pollution at Transfer Station $40,000
- Village Hill Drainage $15,000
- Salt Shed planning & engineering $10,000
- Door replacement and masonry improvements at TOB $45,000
- HMS ventilation system upgrades $30,000
First Selectman Mailhos noted that CIP is talking about these projects and will likely push a few out to the future. She then asked Donna how much she is projecting for increases, including salary increases. Donna replied approximately $30,000 for increases and tracking a 2.5% increase overall so far for the Selectmen’s portion of the budget.
The Treasurer will present her revenue projections to the Board of Finance at the next BOF meeting on January 15th.
Next budget workshop will be held on January 9, 2014 at 10 A.M.
Selectman Kowalyshyn moved to adjourn the meeting at 6:15 P.M.
Selectman Blessington seconded the motion.
